MARTIN ROWARK
FRICS, FICE
Martin has over 30 years of experience leading commercial strategy and procurement on complex major programmes in the UK and internationally. He is a Cabinet Office-accredited IPA High Risk Reviewer and a Fellow of the Royal Institution of Chartered Surveyors (RICS) and a Fellow of the Institution of Civil Engineers (ICE).
Martin has advised on programmes including Sydney Metro (Transport for NSW), High Speed 1, Metronet (PPP), Heathrow Expansion, the New Hospitals Programme, Sydney Western Airport, Sizewell C and the Nuclear Decommissioning Authority. Most recently, he has supported National Nuclear Laboratories, the Royal Navy Portsmouth, Southern Water, Irish Rail, Havant Thicket Reservoir PPP and the Northern Rivers Recovery Authority (NSW) and served as Executive Commercial Director for Dublin’s MetroLink.
He also contributes to industry capability through authoring the IPA Routemap procurement module and lecturing at UCL, Edinburgh and Manchester.

GARY WRIGHT
BEng, CEng, MICE, FCIHT
Gary is a consultant and chartered engineer who has led the procurement and commercial management of complex construction and infrastructure programmes for more than 30 years. He has developed and successfully implemented innovative procurement strategies and commercial processes to support major programmes across the UK and Ireland.
Gary has advised Crossrail, High Speed 2, Dublin Metro/MetroLink, the Houses of Parliament, major programmes for National Highways and Network Rail, and projects for Transport for London, London Underground, the Department for Transport, the Office of Rail and Road (ORR) and UK local authorities.
Since 2017, Gary has chaired the Institution of Civil Engineers’ Procurement Advisory Group, helping to develop and inform procurement policies and practice. He led the development of ICE’s procurement best-practice guidance, developed Early Contractor Involvement guidance working with the NEC Contracts Board, and has contributed towards the Construction Engineering Masters course at Cambridge University.

SARAH HADLAND
BA, PDLGM, MCIPS (CS), PRINCE2
Sarah is a procurement and commercial consultant with over 15 years experience delivering complex programmes and projects across government and regulated sectors. She has provided strategic commercial and procurement advice in-house at the Houses of Parliament, the FCDO, The Royal Parks, London School of Economics, and multiple UK local authorities. As a consultant, she has advised Gatwick Airport, the Defence Infrastructure Organisation, Velindre NHS Trust, the Department for Infrastructure Northern Ireland and AWE.
Sarah’s work focuses on establishing strong commercial foundations and delivery discipline: designing Target Operating Models, shaping procurement strategies, leading major and technically challenging procurements, and embedding contract management frameworks that improve governance, assurance and performance.

MATT WILSON
BEng, MCIOB
Matt is a commercial and project professional with over 15 years experience delivering complex programmes across engineering and commercial environments. He has over 10 years of commercial experience embedded within major projects and programmes, alongside experience in consultancy and wider commercial roles.
With an engineering background, Matt has delivered significant contract portfolios spanning works, design, consultancy, and professional services across both development and delivery phases of major programmes.
Matt's work focuses on establishing robust commercial and programme controls: implementing commercial management frameworks, supporting pre- and post-contract activities, and strengthening project controls, finance, and programme management to enable effective delivery.
